Robin Wilcox is a retired New York City employee, with 30 years of public service. She graduated from York College (CUNY) with a Bachelor of Science in Business Administration.
After graduating from college, Robin’s career developed steadily. She began her career as a programmer in the insurance industry. Later, she was hired as a programmer for the New York City School Construction Authority (SCA). It was there she discovered an interest in the construction field. She started her construction career developing scope reports for Architects and Engineers in a department responsible for capital planning and budgets. Three years later she moved to the Architecture and Engineering Department where she worked exclusively preparing scope reports for small programs such as Ansul Systems, small playground developments and computer classrooms.
In 1997, she was hired as a Manager in the Project Management Department’s Mentor Program Unit. She worked there for six months before being transferred to the Vice Presidents’ office as his Operations Manager. After the City of New York launched major layoffs in 2003, Robin returned to the Mentor Program Unit where she would remain for 16 years.
In 2004 she was promoted to Director. This is where she found her calling. Here, she was charged with working with small contractors providing them with training, access to credit and opportunities to work on small projects under $1 million dollars. While supervising Construction Managers hired by the SCA to oversee the construction in the field of these small contractors, Robin realized that the program would be better if there was a nurturing, consulting arm to the program. She established Scope B, which was later renamed The Mentor Technical Assistance Program (MTAP). Although this arm of the program was never managed by Robin, it was her brainchild and it brought great depth to the program adding balance and accountability. The NYCSCA Mentor Program is nationally celebrated program and its model has been widely studied and efforts have been made to copy it throughout the United States.
In addition to her duties as Mentor Program Director, Robin was responsible for managing compliance and administering the Mentor Program contracts and all Contingent Staff contracts. Her title also included the duties of Construction Management Operations Manager. This additional title included a multitude of tasks, just to name a few, she was responsible for annual budget development and reporting, and all departmental moves. She was also heavily involved in the relocation of all Construction Managers hired by the Authority to oversee construction work in the field. This included helping them acquire leases, approving their furniture and equipment purchases, as well as the overall project budget and overseeing the entire built-out process. Department training and tracking of various title assignments were also a large part her jobs duties as well.
In 2008 Robin became a member of the Competitive Edge. The Competitive Edge is a conglomerate of MWBE professionals all dedicated to providing opportunities for small businesses in the Tri-State Area. In this capacity she was Co-Chair for four consecutive years. She continues to be an advocate for small businesses and entrepreneurship.
Robin resides on Long Island with her husband and daughter. She is a member of the National Council of Negro Women (NCNW), the Parent organization of the NAACP. She is also an active member of her church and enjoys exercising, painting and reading in her spare time.
